Meeting Theme

Late last year the NASDDDS Board of Directors adopted a new Association strategic plan that is based on priority system change goals identified by the membership. The plan is framed around the following five strategic goals:

After discussing the plan with their colleagues in other states, Board members concluded that the Association's 2003 Annual Membership Meeting should offer member state agency officials a chance to explore the opportunities and challenges associated with addressing the principal goals of the Association's strategic plan.

Program Highlights

Among the events that participants in the Association's upcoming Annual Meeting can look forward to are:

Day One: Wednesday, November 12

  • The National Policy Forum (Members Only). Participants will have a chance to interact with key federal decision-makers during a discussion of important, contemporary federal-state policy issues. Building on the highly successful 2002 National Policy Forum, this session will offer state directors and key members of their staffs a unique opportunity to learn about new and emerging federal policy initiatives and quiz federal officials on the impact of existing and proposed policy initiatives.
  • The Directors' Forum (Members Only). State directors and invited agency staff members will have a chance to review the Association activities in pursuit of the goals of NASDDDS' strategic plan and learn more about the Association's work in the federal policy arena. And, as always, the Directors' Forum will offer member state agency personnel an unparalleled opportunity to exchange information and viewpoints with their colleagues from other states.

Day Two: Thursday, November 13

  • Plenary Speakers. Nancy Thaler, former Deputy Secretary for Mental Retardation in Pennsylvania, Past President of the NASDDDS Board of Directors, and current director of technical assistance and quality improvement activities for the home and community-based services quality team of the Centers for Medicare and Medicaid Services, Disabled and Elderly Health Programs Group

    In the meeting's opening plenary session, Ms. Thaler will weave together the major themes of the strategic plan and comment on the opportunities and challenges attendant to achieving these system change goals within the present public policy environment.

    David Pitonyak, Ph.D., Imagine, Founder and Contributing Editor of The Community Journal, and President of the Commonwealth Coalition for Community

    Following Ms. Thaler's remarks, Dr. Pitonyak will draw on his experience consulting on positive approaches to difficult behaviors to highlight the role that each of the major goals of the strategic plan plays in accomplishing one - supporting people with multiple and complex needs.

  • Censoni Awards. During the opening plenary, the recipients of the 2003 Censoni Awards for excellence in public service will be announced and recognized for their accomplishments.

Days Two & Three: Thursday, November 13 & Friday, November 14

  • Program Sessions. The opening plenary will be followed by a series of breakout sessions where successful strategies for addressing particular system change goals - ranging from stabilizing the community direct support workforce and improving the quality of community supports, to building a more resilient, person-centered service delivery infrastructure - will be explored.

  • The meeting will conclude with a wrap-up session facilitated by Valerie Bradley, President of the Human Services Research Institute, Vice President of the American Association on Mental Retardation, and former Chair, President's Committee on Mental Retardation. Ms. Bradley will lead participants through a dialogue in which short- term and longer-range implementation strategies for each strategic goal will be identified and discussed. Questions to be explored include: What steps can individual states take to initiate and complete related system improvement initiatives? What can NASDDDS do to support such efforts by member state agencies? What can the federal government do to facilitate state-level efforts to initiate and complete key system improvement initiatives?

Driving Directions (from Hilton Web site)

From the North (New York/Baltimore): Take I-95 South across the Woodrow Wilson Bridge to US-1 North. Turn left onto King Street and the hotel will be on the right side.

From the South (Richmond): Take I-95 North and veer off onto the Capital Beltway (495 North/95 North towards Baltimore). Continue on I-95 North and Exit at 2B (Telegraph Road). Stay to the right and exit onto 236 East (Alexandria Downtown). Stay straight to go onto Telegraph Road. Stay straight to go onto Duke Street. Turn a slight left onto Callahan Drive. Turn right onto King Street and hotel will be on the left side.

From the East: Take US-50 West, to the Capital Beltway. Go across the Woodrow Wilson Bridge to Exit 1 (US-1 North). Turn left onto King Street and the hotel will be on the right side.

From the West: Take I-66 East to the Capital Beltway. Stay on I-95 North to Exit 2B (Telegraph Road). Stay to the right and exit onto 236 East (Alexandria Downtown).
